So I'm trying to get my boost where I want it and I'm curious how iat affects boost. I'm making 9.7psi with iat at 120-130. Does boost go up or down when temp goes down?

Actually it's a whipple and it has a forged bottom end.

If your atmospheric pressure doesn't change, higher temperature will usually mean higher boost pressure (but probably less power because the warmer air is less dense). A drop in atmospheric pressure will equal a drop in boost pressure.

With turbo's and wastegates it gets a bit more complicated.

Yes, cooler intake charge equals more power since it expands more during the explosion.
