It's a shame IMO. I just sold my 392 charger last week and have a bunch of parts to sell including OEM Forged "Slingshot" Wheels wrapped in continental DWS-06 in great condition and some other goodies (Car cover, catch can, etc...). I previously sold/bought items on these hellcat forums no issues but now all of a sudden someone wants to enforce the rules out of nowhere. I can post parts for sale to my hearts content on the charger/challenger forums (which I have) no issues and I don't have anywhere near 40 discussions started on any forums. Unfortunately the honest people like me get the short end of the stick I guess :/The waiting is not new at all and has been a rule since the beginning.
When the forum changed hands someof the rules didnt continue on.
There was so many problems happening the site owner brought back the 40 post rule plus as mods we dont have to play gatekeeper. The site does it automatically
Its mostly inconvenient to the honest people.
But the scammers are usually Blocked !

The best "rule" that the owners/moderators could implement is one that is on LS1GTO. If you are selling an item you must take a picture of the actual item, with a "name card" in the picture that reads your username and the date the ad was placed.
This would cut out a majority of the scamming.

I see a rather large amount of for sale posts that get immediately commented on by either mod, or familiar user that reminds the poster of the rules. Also, 95% of the time we can tell when its a scammer, vs a legit sale. Which would you prefer, a deleted post and then repost, or someone just editing one with new pics per the requirement?
GTO forum may have the correct formula, but I for one don't think the amount of time a mod would have to spend on here simply enforcing rules justify the means. Maybe someone can write a bot that immediately flags posts that don't have the proper contents.

Although I will say, if a thread was posted without the above, a mod would chime in and re-state the rules and if the OP chimed back in and said "sorry I'll get them after work" or something like that they would generally let it fly. But if they were not added in said time frame yes the thread would be deleted.
