Depending on your mechanical ability, installing a 2,85, BAP and a set of Bosch 95lb injectors yourself is the 'cheapest' path for 100 more HP.

Using HP Tuners to unlock your PCM and 6 credits fo PCM/TCM tuning.

Depending on what tuner you go with this will cost $3-3,5K.

Having a shop install adds 1000+in labor ..

Ha! Good tires cheap? I don't think $1,500 for a set of four MPS4s is cheap, and finding tires now is more difficult, lots of adds and sales, no tires though. MT ET Street R runs around $350 each on average, if you can find the right size. Tires should be changed regardless and don't cheap out, the Pirelli's were made to meet the speed requirements of the HC, that's it. Tires are #1 to improve performance, right after removing the banana which reduces your HP by at least 50, that's a true fact I just made up.

2.85 pulley, ID 1050X injectors or even the FIC1000’s injectors (as they are just as good as the IDs and a few hundred bucks cheaper)

PCM/TCM tune and have your crank pinned. This should net you around that 100 more whp your looking for. Simple mods like this done at shops usually average around $3,500 -$4,500K.

This is usually a popular setup and can still run on pump gas if you want too. Never go too cheap as that will cost you even more in the long run.
