Oil Change - Plastic parts?

I recently had my local Dodge dealer perform an Oil Change and the attached part was hanging off the car a few miles later and had to be cut off by an 'out of town' Dodge dealer.

Does this part need to be removed during the oil change or did it just come loose?

Is that a splitter guard?

All kidding aside I literally just changed my oil and only two pieces of plastic have to come off and they are both WAY bigger than that one.
