Does not matter that the car has a 50 state compliant sticker. It must have a CA specific smog sticker. If not, car must pass a smog tes to register it. I went through this with my C7 Vette. Had to get a waiver or drive it nearly 1000 miles and still might not be all set up per GM. Not sure how many miles/cycles it takes for a Mopar to get set up. Calif has a referee system that you can get a waiver from on a new car.
