after I did some searching with titles in the search bar that are all over the place I came to the conclusion it is for emission purposes and can be eliminated through a tune only.
Never heard the emissions thing and I doubt that's the reason. It's done imho because revving an unloaded engine is not good for it. And it's not just Dodge with this limit, many cars have a similar rpm limit in neutral.
correct its not only Dodge. It is on all cars modern(rev hang). I get the unloaded engine thing. general consensus, among other things, that it was designed in part to keep nox levels down. Prevents throttle from slamming shut.
