As far as the added pulley you mention, that is there to prevent belt slip when you have a smaller diameter upper pulley by adding more surface area to the belt around the pulley. You can remove it if you get a stock size pulley with no issue if you choose. As far as belt size that will depend on if the lower pulley has been changed. It is fairly easy to remove the lower front air dam and measure it.
Also you can see if you have cats or not when you have it up in the air. If you are worried about emissions put on some new cats and perhaps you will be ok but I don't know how strict your regions measurements are. The car and tune dont care if you put cats back on.
