Does anyone have any insight on exactly whether or not that is a literal "no the vehicle cannot be shipped at this time"?

The sheet says status code KZ. This means it's been cleared for release with an open invoice. The car is likely sitting in their factory back lot. It will be shippable, I imagine, once their logistics team assigns a carrier to the invoice. The shipping process, at least for me down in FL, takes about 4-6 weeks. They don't ship cars individually, pretty much never. They wait for full loads, whether it's an overland carrier, rail or cargo vessel and they ship in batches. Just because your car is done doesn't mean it won't sit like mine did for almost 3 weeks before they got enough cars together to ship them out.
