What am I looking at? Is this an actual features guide. or a image of the cover of the guide printed on a piece of copy paper?

Well, sure, but only when you have artists who aren't very good at it. If the OP had titled this "Dodge Cares insists a physical manual does not exist", then it might be (mildly) funny.
If an audience has to work at understanding what a comedian is getting at, the comedian is doing it wrong. I'm not suggesting humour can't require some thought, but this is kind of the equivalent of making a fart joke video... with the sound muted.
Now, what is funny is the insinuation that DodgeCares is wrong for not producing a physical manual when we all know the number of people willing to read such a thing is very nearly zero, even when they want the information contained therein. "What octane gas should I use?"

Disagree. Title relates to a topic that’s been beaten to death. Manual transmissions being dIscontinued. Should've come right to mind. The post with the pic is the punchline. Should be no work needed with that one lol. At least that's how I saw it lol.

I called dodge in April about the performance features manual and they sent me a hard copy of it. I was also complaining that I was given the wrong basic manual for the car, so they sent both hard copies. I keep those right in the glovebox for quick reference when I am in the car. Then I downloaded both of the manuals for studying in the house. So as of April they still had the performance features hard copy manual. Ron.
No, it is an actual hard copy.
Dodge Cares claimed Dodge stopped printing, just this supplement, to make for a cleaner environmentand the Buyer needs to access online
Email the Dodge SRT CEO a professional two weeks go, received a call less than three hours later explaining DC is wrong and will be provided the correct guidance to send out, and that a copy is being sent out.
Has everything in it - including how to drive a manual 2022 Hellcat.

I sent an email to the Dodge CEO last week. He responded within a day. (BTW, He is a real car guy - he sold his 1971 Challenger to buy his Demon). We traded old Mopar stories and he seems like a really cool car-guy. He said the manual exists and indicated that he would have someone reach out and get me the 2022 SRT supplement ASAP. Within 8 hours of that email I got a call from another high-up company guy who confirmed my address info and said the manual would get to me in a few days. Both of them confirmed that the manual exists and that there must have been some supply chain miscommunication because it was supposed to be contained in the sealed-in-plastic 2022 owners manual package that comes in the glove box. I will update once it arrives.
