Theft recovery.. Question

I've been looking at several over the past 3 weeks in my search for a nice hellcat I can restore easily.. But every theft recovery one I look at both a pillar covers are removed and the dash pad near the base of the windshield. I'm told that's how the cars are started?? I'm lost there lol, I was able to get a Christine grey one that seems to be in mint condition - a little bit of curb rash on the wheels. Loving this car, was just wondering about the a pillars.. Ps definitely not a thief lol, was just thinking why all were like that..
