Flash rust on the rotor. If, after you break under movement and it still leaves the rust on there, time for breaks. Closer look, rotors don’t look great and if you bought it used. Only god knows what was done to it.

Can you feel any of the slightest grooves on the rotors?

"turn the rotors" means take them off and have a shop machine them back to smooth and remove any unwanted shtuff of the surface.

You mean the flash rust around the edges of the rotors? Do you live in a high humidity place? Or did you just wash the car and then park it without driving around the block to get the moisture to evaporate off the brake rotors? I have gotten the rotors to flash over by simply opening my garage door after a day of rain. Once that wet air hits the formerly sealed garage full of dry air, those rotors go all brown. Here's an example from my old viper after opening the garage on a warm day in March:

Not sure why they look like that the brown stuff all around
Mine did the exact(?) same thing after i washed the vehicle the last time. They were not like that before the wash then bam! After the wash that inner(?) ring turned rusty brown. Back only i think but cant remember. No photo that i can find. Used Megures Gold car wash soap but my water is slightly acidic as well. I kind of get the vibe the break dust from the wheels contributed but who knows. I love my vehicle but its an awful AWFUL lot of work to keep up with that i dont have the time and energy to do right.

Those are rotors and the problem is the wheel cleaner being used, it's attacking the iron part of the rotor. When you replace the rotors get some P&S Brake Buster on Amazon its around $25/gallon.

I remember i washed the tires and wheels with car soap only, no wheel or tire cleaner. I was wondering if the break dust inside the wheels rinsed down on the rotors and stained them. Thanks for the product tip BADA BING!

If there is a region (ring) along the friction face of the disk that is rusted, it indicates the new brake pads are not properly made and do not cover as much of the rotor as the ones you removed.

What brand are the brake pads?
